I ended up opening a case with CSS REG:116021613712175. We found error 8000ffff zune that I was able to add a pst if I did it through Outlook instead of the Control Panel applet. DLL must be "registered" on the server before a script is able to call it. On a server, or local PC, that you have full access to registration is easily achieved using the command line utility REGSVR32.EXE.
