Amq6162 An Error Has Occurred Reading An Ini File

AMQ6162 An error has occurred reading an INI file. Explanation: An error has occurred when reading the MQSINI file or a queue manager QMINI file. Cause Permission's on the /QIBM directory changed from *PUBLIC to *EXCLUDE. Resolving the problem Change permission's on /QIBM back to *PUBLIC. Additional Information You want to prevent users from gaining access to the /QIBM directory in the IFS, so you changed permissions on the /QIBM directory from *PUBLIC to *EXCLUDE. Now, you can not start the queue manager. By setting the *PUBLIC to *EXCLUDE for QIBM (Parent directory) , you prevent the user/QMQM from accessing the subdirectories. Even though QMQMADM group has access to the required directories, we do not encourage setting *PUBLIC to *EXCLUDE. These directories are accessed by mqm application running under non mqm groups. When you install WebSphere MQ for i5/OS, two directories are created in the IFS root file system. /QIBM/ProdData/mqm -- Contains all production data /QIBM/UserData/mqm -- Contains all userdata relating to queue manager All the object under these directories are owned by QMQM profile. They have restricted access to object (*R or *RX). There are a few exceptions (error files,trace files, LOG files), these files allow read-write access to all users /QIBM, /QIBM/UserData and /QIBM/ProdData are owned by QSYS, not QMQM . These directories could be used by other IBM product also. Setting the *PUBLIC to *EXCLUDE for /QIBM (Parent directory) prevents user QMQM from accessing the subdirectories. I have verified the permission for the mqs.ini, the own is mqm, group mqm and permission are rwxrwxr x, I set the globally variable LD_ASSUME_KERNEL to 2.4.19, I don't know what more else have to do. I also tried uninstalling and reinstalling eq2maps but that didn't fix the problem. The only good news is eq2maps seems to be updating and it does autolaunch. Eq2maps ran fine the two times before I installed it on previous windows versions but after I had to format and reinstall Win7 it just wont run like it always has before. I'm lost on how to fix it if uninstalling wont help.
