An Unexpected Error Has Occurred Outlook 2013 Distribution List

Join Now exchange 2013, using public folders as an address book. one group in that address book cannot perform the requested operation. the command selected is not valid for this recipient has external email accounts, and pretty much everyone in the company's email address also. sending to individuals in the address book works fine every time, but selecting the group with https://support.microsoft.com/en-us/kb/222329 all the users in it seems to fail at least 50% of the time with the "internal support function" error. I did find reference to this error in outlook 2000, where "there is a duplicate, one-off contact in the DL, containing the Internet address for a member of the Microsoft Exchange Server Global Address List (GAL)." only issue is that https://community.spiceworks.com/topic/933346-internal-support-function-returned-an-error-when-sending-email-to-group I was able to eventually send the email, if the above was the case it should fail every time, right? I recently created a public folder in Exchange System Manager, and added a distribution list to the folder ("OfficeContacts"). Most of the time everyone on the network is able to send messages to the distribution list without any problems (using MS Outlook). However, at seemingly random intervals, when a user attempts to send the message or expand the distribution list to view all the contacts, the following error messages appear and the message cannot be sent. "Cannot perform the requested operation. The command selected is not valid for this recipient. Could not complete the operation. One or more parameters are not valid". Once the user clicks "ok" the following message appears "An internal support function returned an error". In most situations if the user closes Outlook completely and reopens it, they can then send the message. I have searched high and low with Google - and have come across several people with the same issue, but have not found details on how to fix this... Any ideas on how to resolve this and help free my colleagues from the raptures of Mondyitis?
