BrowserSafeguard.exe I am waiting to hear back from the local tech because he will need to manually uncheck the proxy setting and confirm this solves the issue but I think we have got our answer. We also use two load balanced StoreFront 1.2 servers. I have one user working from home using a company imaged laptop that is getting the SSL 59 error.
