I see this error in the system log: Cluster service node initialization failed with error 2147746132 ... and lots of these errors: The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID {73E709EA-5D93-4B2E-BBB0-99B7938DA9E4} to the user NT AUTHORITY\NETWORK cluster service SERVICE SID (S-1-5-20). If it's running then open up component services on the box under administrative tools, and windows could not expand the DCOM config. Go to the entry for "Microsoft WMI Provider Subsystem Host" right click and select properties. Click on the security tab. Look at the Launch and Activiation settings. If they are set to customize click Edit and add the Network Service account there. If use default is checked then click customize and edit then add in the administrators group, local system, network service, interactive, and system. Then you should be good to go.
