And… After many attempts, here is what we found: This is ideally not the most elegant solution to correct the above outlook proxy error, but it works every time. To correct the issue, simply navigate to the following registry key before opening outlook and delete everything under it. HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles\Outlook\ and delete everything under outlook. Then launch Outlook. After deleting the above keys and launching outlook, the issue goes away until the computer, tablet, or VM is rebooted. The question obviously still remains "why is this happening", and there is still more work to be done.
