this kind of error message you see due to authentication issues. There could be many reason: 1. The MySQL server isn't cannot connect to mysql server 10061 running. 2. Port at which MySQL server is listening is blocked for you. 3. Port at which MySQL server is listening cann't accept any connection from outside world due to Firewall. Actually if it is 2003 - can't connect to mysql server on (10060) a problem due to Firewall, no need to turn off firewall, you just have to include MySQL listeining port in to unblock/exception list of firewall. If your MySQL server is running on windows xp, following is the way to deal with firewall problem: 1. Go to Control Panel -> Windows Firewall (Windows Firewall dialog gets open.) 2. Go to Exceptions Tab and click on ‘Add Port…'(Add a Port dialog gets open.)

The facts: Client is Windows XP on a corporate Domain. Group policy has disabled Windows Firewall and there is no other firewalling software installed. The software MySQL's own query browser, v1.1.20, and is a permitted install. The username and password are correct. The query browser takes longer than a normal connect when trying then returns http://serverfault.com/questions/59874/mysql-query-browser-mysteriously-cant-connect the error message "MySQL Error Number 2003 - Can't connect to MySQL Server on 'hostname' (10060)" The query browser can "ping" the server with no problem. Manually connecting using Window's own telnet command succeeds and the handshake initiation is clearly visible. So the hostname resolves on that PC and there is no networking issue (e.g. routing). We've tried re-installing the query browser to no avail. The server is running fine and everyone else who needs to connect (including myself) can successfully connect, most of them using the exact same version. So it is not a server problem. Googling the error shows this is a classic unavailable connection problem and lots of links show fixes for the server, but the problem seems to reside entirely in the install of the query browser, which doesn't make any sense. Thus Google is no help. Please check if there is any permission issues or try to reinstall mysql. Please check the following link for more info Can't connect to [local] MySQL server share|improve this answer answered Jul 30 '13 at 6:01 bansi 16k42135 add a comment| up vote 0 down vote Error No. 2003: Can't connect to MySQL server on 'localhost' (or some other host) simply means that connection is not possible for one of the following (or similar) reasons: There is no MySQL server running at the specified host Connection to the MySQL server is not allowed using TCP-IP. Check the 'skip-networking' setting in the MySQL configuration file (my.ini on Windows, my.cnf on Unix/Linux). It shall be commented out like '#skip-networking'. If it is not commented out, then do it and restart the MySQL server for the change to take effect. Needs to connect using TCP-IP. Some networking issue prevents connection. It could be a network malconfiguration or a firewall issue
