I decided to disable them by renaming the registry keys HKLM\SOFTWARE\Policies\Microsoft, HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies and HKCU\SOFTWARE\Policies. This was the cause of my problems. I decided could not to do this quick ‘hack' because the server is on it's way out. It has several software problems and will be out of service soon. After the reboot I was able to configure the server the way I wanted. I realized, however, it did not have any network connectivity anymore. After some searching I found that the IPSEC Services service failed with the error ‘Error 2: Cannot could not start find the file specified'. I checked the path to the executable "C:\WINDOWS\system32\lsass.exe" and it was fine. The executable was there too and it had the same size as a correctly working server. I turned to Google and quickly found my problem and the solution: KB912023. It was quite clear I was the cause of this problem. What a waste of time, sigh. Enough reason to put it on this blog! Anyway, the solution to this problem was quite simple. Open a DOS box and execute these commands (last command will reboot the server): REGSVR32 POLSTORE.DLL && net start PolicyAgent shutdown -r -t 0 Share this:Click to email (Opens in new window)Click to print (Opens in new window)Share on Facebook (Opens in new window)Click to share on Twitter (Opens in new window)Click to share on LinkedIn (Opens in new window)Click to share on Google+ (Opens in new window)Click to share on Pinterest (Opens in new window)Click to share on Tumblr (Opens in new window)Click to share on Reddit (Opens in new window)Like this:Like Loading... Solved How to recover from IPSEC start failure on Win server 2003 Posted on 2010-01-24 Windows Server 2003 2 Verified Solutions 5 Comments 5,838 Views Last Modified: 2012-05-08 My question is: Is there a way to get TCP/IP working by somehow bypassing IPSec use. Working on the system with no Internet connection is real inhibiting. Following is why I need to do this. I am trying to recover from a case of laxity (stupidity) on my part. Our Windows SBS 2003 Server has been having Windows Updates problems (apparently involving .NET Framework). About a month ago we had the problem and I tried to fix it with the MS Fixit solution for cleaning up Windows Update and when the normal Fixit didn't work, I tried the "aggressive" fix. That caused a problem on reboot and the IPSEC service would not start and the server had no network connectivity. Fortunately the server does a full windows backup every week so I restored Windows and all was well (except for the original problem). Unfortunately, I came back to the problem this weekend and tried again to fix the Windows Update problems we were having with .NET Framework updates. I didn't run the aggressive version of Fixit, but did run the MS Fixit for Windows Update normal mode and then installed some more updates. One required a reboot. I was working remotely and the system did not come online as it had with several reboots to that point. Since this was late on Saturday night I let it go and drove to the site this morning since the server is not used on the weekend. Same problem of failure to start IPSEC with an error message of "Could not start the IPSEC services on Local Computer" with "Error 1168: Element not found." I spent some time trying to figure out what was wrong this time before just doing
