This is done to prevent a service from being deleted while the service is actually running, because the service will remain marked for deletion until all handles to the service are closed. Therefore a service must be stopped before it can be deleted.Service deletion is asynchronous. As a result, calling CreateService right after calling DeleteService will sometimes return this error (for example, some applications do this to re-create the service).
