Make sure you got this runtime installed http://www.microsoft.com/en-us/download/details.aspx?id=8109. Update your graphics drivers. Try to give me some more information about your witch version of Windows you are running. What worked for me was going into the settings.ini file (should be in /Documents/BFBC2) and changing DXVERSION=AUTO to DXVERSION=9. Evidently I was having a DirectX conflict that was causing the game to crash on start (and even gave me a blue screen once).
