This is the second time I have had the issue with explorer.exe constantly crashing and restarting once I login to my windows 10 system. explorer.exe keeps constantly restarting and occasionally will fix itself and start working fine, but this can take anywhere from 10 seconds to 20 minutes. I have run memtest and everything checks out fine. System restore to 2 days ago when it was working properly does not fix the error, and neither does "refreshing" the OS files. Here is some relevent information on my system and running processes, and tests I have run so far. I think this might be caused by some kind of windows update as I have had the exact same issue about 3 months ago and I could only fix it by restoring a complete image backup. I have tried uninstalling the latest updates but it has had no effect. Windows defender and MBAM come up clean, as does chkdsk.
