Mail flow problems can be frustrating, but we have solutions you can try in order to get your message sent. There can be several causes for dsn error code 4.4.7, so use the information in the NDR to decide how to fix the problem. For more details about the causes, see Causes for 4.4.7, later in this topic. What can I do to fix this? Here are some procedures that you can try that might allow you to resend the message successfully. Message delivery from server-to-server can be complicated or require special access to settings, so most of these steps are designed for an Office 365 email administrator and not the average email sender. If the steps here don’t help, contact your email administrator and refer them to this information so they can try to resolve the issue for you. Problems in the destination domain If you get DSN error code 4.4.7 and have problems sending email to recipients in one domain only, the problem is likely with that destination domain. A domain is similar to an organization name or the name of an email provider and in an email address it shows up on the right-hand side of the at symbol (@). For example, in Harumi@contoso.com contoso.com is the domain name. Learn more about domains at What are domain names? Possible causes for domain issues include: Temporary network or Internet connection issues in the destination domain. Aggressive anti-spam settings in the destination domain that block legitimate senders, for example, all senders from any domain in Exchange Online. Join Now Recently mailflow to and from a goverment agency has ceased. It started with our org not being able to send and now affects mail flow in both directions. On our end mail sits in the Exchange cue until it times out (set to 4 days) and generates a email error 4.4.7 error. I haven't seen any other domains affected, it looks to be an isolated issue. Any ideas? Have you tried contacting the agency's IT department to see if it is a known issue? They have been in contact with their next level of support. I have also asked to be put in contact with them directly, but have heard nothing back on that front. What about an SPF record? That should only effect you when you are sending mail to them, but its a shot. I would also check to see if your domain name or any of your public IPs are listed in SPAM lists.
