Error 10091 Wsastartup Cannot Function At This Time

This error is returned by WSAStartup if the Windows Sockets implementation cannot function at this time because the underlying system it uses to provide network services is currently unavailable. Users should check: - that the appropriate Windows Sockets DLL file is in the current path, - that they are not trying to use more than one Windows Sockets implementation simultaneously. If there is more than one WINSOCK DLL on you system, be sure the first one in the path is appropriate for the network subsystem currently loaded. - the Windows Sockets implementation documentation to be sure all necessar components are currently installed and configured correctly. The only thing that has changed is the upgrade of the MS MDAC to use ASP and SQL Server on the same machine. The Perl script that runs continously (activestate) is connecting to MySQL http://board.phpbuilder.com/showthread.php?92376-Can-t-create-TCP-IP-socket-(10091) just fine. Its affecting the TCP/IP Protocol Driver, IPSEC, RPC (both) and DHCP Client. AVG and Adaware no longer find any nasties, but its still not working.
