Then went deep into oracle_home, came to know there were two oracle_home on the same server. Checked Path in Environment Variable, it

was pointing to right oracle_home. But interestingly the environment variable of oracle_home was pointing to wrong location. Which is why we encountered this error. The oracle_home location in Environment variable was then changed to the correct/required location and tried starting the listener service. You can verify that this is the case by trying to restart MySQL with the option file renamed to prevent the server from using it. (For example, rename `C:\my.cnf' to `C:\my_cnf.old'.)
