When I try to start the Backup Exec Application, I am getting errors like "The Backup Exec Server system service is not responding. The service is not running or not installed." Then I tried to run the services manually from services.msc, there I was able to run two services only i.e.,"Backup Exec Error recording Services" and " Backup Exec Remote Agent for Windows System". Go to Services and then open the properties of the service that failed and discover the dependencies. In anycase, the most common problem with services not starting properly is a permission problem with the user trying to start the service. see the following symantec doc about BE service account. http://www.symantec.com/business/support/index?page=content&id=TECH23689

Once you've identified that, then you can troubleshoot the causes of that service not starting. If you're not familiar with service dependencies, you can see the dependencies by opening the Services console, then going to the properties of the service that won't start.
