If you are running any anti-virus/firewall software, it is recommended to disable the same during JRE download/install. Error 1311 is an InstallShied code, try to disable any anti-virus/firewall software when you download. Meanwhile, use the Windows Offline Download http://www.java.com/en/download/help/error_installshield.xml After the java JDK update finished, https://social.technet.microsoft.com/Forums/windows/en-US/f4fc3c61-dfdc-4ba6-b314-c7692751d82b/cant-install-java-jdk-6-update-20-on-windows-7-help-me?forum=w7itproappcompat you can reinstall the anti-virus software.
