unable to launch and presents the user with a Windows installer prompt. It appears to be working through an install but tossesan error, "The Windows Installer service could not be accessed." However, other applications are able to be installed and/or removed just fine on impacted error 1719 windows installer vista systems (all Windows 7). Additionally, our technicians we able to perform a system restore prior to the update and Outlook opens up just fine. They proceeded to manually install the update, restart and Outlook won't launch again. Event Viewer reports: Product: Microsoft Office Professional Plus 2010 -- Error 1719. The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance. --> Am I correct to assume if we're able to install other products just fine that the Windows Installer service isn't really hosed like the error suggests? We also noted that KB3114996 shows up in the list of successfully installed updates but isn't showing up in Add/Remove programs, nor is anything registered in the typical Uninstall keys: HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall HKEY_LOC

Environment is Windows 2k12 domain, Windows 7 Pro & Enterprise workstations, current patch levels. Using Sophos A/V and updating via WSUS. Yesterday we had a problem start where some machines just started giving Windows Installer https://www.experts-exchange.com/questions/28938379/Windows-Installer-error-1719-Windows-7.html error 1719 when attempting to start MS Outlook 2010. Further exploration showed that on the affected machines we could not install nor uninstall any applications; doing so resulted in the dialog "Error 1719: Windows Installer service could not be accessed." 1. Occurs whether Installer service is set to Manual or Automatic, but is always running. 2. sfc /scannow yielded no positive results. 3. Unregistering and Reregistering msiexec.exe had no positive results. 4. Running through the repair options in MS KB Article #2642495 yielded no positive results. 5. MS Installer 4.5 can't be installed on Windows 7. 6. MS Installer 5.0 cannot be separately downloaded/installed. As I said, this problem has suddenly cropped up on five machines in the domain so far, and I anticipate many more, so I need to nip this in the bud. Suggestions?
