The nlasvc.dll file is to do with Windows Network Location Awareness. It does not stop network access but stops windows from reporting the connection state and therefore errors with the red x. As per my earlier emal the system32 directory is high protected and to fix the problem you need to replace the nlasvc, dll file with a working one. I have, per my earlier email, put a correct Vista version for use. If you follow my instructions

When Windows Service Control Manager (Services.exe) tries to start https://www.mindtimebackup.eu/support/480307-Cannot-start-the-service-on-local-computer-Error-1930xc1 the Server service, the program verifies the following paths: SystemDrive\Program Program Files\Common If the Program or Common paths exist as files, the Service Control Manager cannot locate the required folders, you will receive the error messages and event ID messages that are listed in the Problem Description section of this article. This issue can also occurs if the path of the executable file for the service contains spaces. Posted on 2008-03-06 Windows Vista Windows Networking 1 Verified Solution 8 Comments 7,581 Views Last Modified: 2012-06-21 Now, when I boot up my Vista Business, I can't connect to any error 193 networks. When I go to my Connect To menu, it doesn't show any connections, no LAN, no VPN, no Wireless, no DUN connections. I noticed my Network List Service wasn't running, and it couldn't start because of a dependency on the Network Location Service, which has disappeared entirely from my services list. There is however a NLA service (called NLA, the description says FAILED TO READ DESCRIPTION ERROR CODE 1813. I error 193 0xc1 don't' have this service on my other WORKING Vista laptop, instead its called Network Locations Awareness). When I try to start the NLA service it gives me this error: WINDOWS COULD NOT START THE NLA SERVICE ON LOCAL COMPUTER. ERROR CODE 998 : INVALID ACCESS TO MEMORY LOCATION. Is this a problem with the RAM? This is seriously bugging me. I'm leaving this open until I do then I'll close it, in case anyone has any comments. Thanks! The service is called NlaSvc (it should be called Network Locator Awareness, the description gives an error). The connections are still there, they just can't be seen when I go to START --> CONNECT TO (with the exception of my Wifi networks, I can see them, but not LAN, VPN, or DUN. When I try to start this NlaSvc service I get the error: Windows could not start the NlaSvc service on the local computer. Error 193:0xc1 0 LVL 59 Overall: Level 59
Group Failed to Start In the past week, I encountered a curious problem on 2 clients' Windows Vista PCs. The symptom are: A red "X" on the network icon in the tray displaying the pop message - Connection status: Unknown The dependency service or group failed to start The PC is able to see available wireless networks The PC connects to available wireless networks but the status is limited and cannot connect to the Internet Both systems are running Windows Vista and Trend Micro virus protection I spent a lot of time researching this problem and found that the error message "The Dependency Service or Group Failed to Start" is a somewhat generic message addressing Windows services issues. I also found that many Internet help sites are littered with tons of bad information on this issue. I tried many of the 'fixes' without success. Then I found a thread on Microsoft's TechNet Forum that correctly identified my clients' problem and offered a fix that worked. So, I give credit to Terry Downing for the fix. It worked like a charm. The problem: Trend Micro's virus protection is getting confused and mistakenly identifies a Windows file as being infected with a virus. In its efforts to remove the supposed virus, it corrupts the Windows Network Location Awareness service. This service collects and stores network configuration information for the network and notifies programs when this information is modified. If this service is stopped, configuration information might be unavailable. If this service is disabled, any service that explicitly depends on it will fail to start. The Network List Service will not run when the Network Location Awareness service is disabled. Hence, the error message that a dependency service failed to start. The Network Location Awareness service is found in nlasvc.dll which is located in the system32 directory. Above is a screenshot of the Services window in the Computer Management window with Network Location Awareness service highlighted. The fix: The corrupted system file, nlasvc.dll, needs to be replaced with a working version of the file. For your convenience, I have put a copy of it here. Click on the link to download the file: nlasvc.dll If you need to delete or overwrite a system file in Windows Vista, you'll quickly notice that you cannot delete system files, even as administrator. This is because Windows Vista's system files are owned by the TrustedInstaller servic
