I ran procmon (www.microsoft.com/technet/sysinternals) and found a few files missing. Firstly we couldn't even get into the registry, a message appeared saying a file was not found (sorry can't remember the file). Replacing this allowed me to get into the registry but the installation still crashed. I ran procmon and found stdole2.tlb missing, so replaced this from the DLL cache and it all worked perfectly.
