Error 80040275 Cannot Add Vidcap

I bought for my daughter that worked fine in Win98. Now in XP Pro I get this error message. What is a vidcap, and a filtergraph, and what is the fix? Any help? It worked fine for a while, but now I get pop-up saying "Error # 80040275: cannot add vidcap to filtergraph". I have no idea what a vidcap or a filtergraph is. I have been trying to get help on fixing this, but nobody seems to know anything about it. The "geeks" I contacted don't know either. I desparately need help with getting my cam to work. Then double click on audio devices . Once there, select audio and then select recording devices and select your web cam as the recording device. You might also have to select it as a recording device in the sounds selection too.
