"Install MSI" action set to "Run as logged in user" is set up with a Distribution Schedule type "Recurring - on device refresh" and "Install Immediately after Distribution" is checked? Does the bundle attempt to run before a user logs in? The user must be configured to permit impersonation in the corresponding service configuration file.
