Cause There are a number of issues that cause this error. Listed below are several steps to diagnose the issue and determine a solution. Solution or Workaround Confirm which of the following workflows is used to open the map package: If unable to open the package when double-clicking a map package directly from an email or through the network in which it was provided, the workflows listed below are recommended. Solution A Save the package to the local computer drive. Navigate to the package within ArcCatalog. Right-click the map package and select Unpack. Solution B Use the Extract Package tool within ArcMap to unpack the map package.Extract the package contents to a specified folder (see the Related Links section below). Determine if the map package was created in the same version of the software as the recipient, including service packs. Map packages may not open if: The map package was created in a software version that is newer than the recipient’s.The map package was created in a version of the software that has been updated with service packs, while the recipient’s software has not been updated. Determine if the map package was created using SDE data. If the map package was created using SDE data: Confirm that the Include ArcSDE Geodatabase Data option was selected when the map package was created. ORConfirm that the recipient has access to the ArcSDE geodatabase data. Note: By default, the ArcSDE geodatabase data is referenced by the package instead of being included in the package. Because the data is not included, the recipient must have access to the ArcSDE geodatabase data to view the map contents. If the recipient does not have access, choosing to include the ArcSDE geodatabase data enables the recipient to view the map package’s contents (see the Related Links section below). When the contents of a map package are extracted without using the Extract Package tool to designate a specific file location, the maps are saved in the Packages folder in the recipient’s computer. Error Message The following error is returned when trying to add a basemap or unpack a layer package."Error Loading Package Contents" http://support.esri.com/technical-article/000011862 Cause Due to a redirected profile or My Documents folder, the hard-coded paths in the file handler do not have a location to properly unpack. The file handler does not see the redirected paths without it being manually changed.The error can also occur if the destination folder does not have write permissions. http://support.esri.com/technical-article/000011267 This hard-coded behavior is a known issue. Solution or Workaround Change the file handler's unpacking location.Navigate to C:\Program Files\Common Files\ArcGIS\bin.Double-click ArcGISFileHandler.exe.In Package Location Options, select the "Use user specified location" option and click the ellipsis (...) button on the right. Creating a map package Steps Map packages (.mpk) make it easy to share complete map documents with others. A map package contains a map document (.mxd) and the data referenced by the layers it contains, packaged into one convenient, portable file. Map packages can be used for easy sharing of maps between colleagues in a work group, across departments in an organization, or with any other ArcGIS users via ArcGIS Online. Map packages have other error reading uses, too, such as the ability to create an archive of a particular map that contains a snapshot of the current state of the data used in the map. If you have enterprise (ArcSDE) geodatabase data in your map you may want to consider checking the Include Enterprise Geodatabase data instead of referencing the data option. If you check this option the data is extracted from the enterprise geodatabase into a File Geodatabase by intersecting the features error reading map from the layer with the current data frames extent. Not checking this option means that map layers will continue to reference enterprise geodatabase data. For example, when sharing your content within your organization it is likely that enterprise geodatabase data will be accessible for those consuming the package. In this case un-checking this option (i.e. referencing) is a good choice. However, when sharing your content outside of your organization, enterprise geodatabase data will not be accessible and checking this option to include the data in your package is a better choice.Tip: Before packaging a map, be sure to enter descriptive information about it in the Map Document Properties dialog box. This information is built into the package and is accessible to others when you upload your map package into ArcGIS Online. You can access this dialog box by clicking File > Map Document Properties on the main menu. Tip:For a finer degree of control over how data is packaged, you can use the Package_Map geoprocessing tool. For example, you can specify that only data within the current map extent is packaged or that enterprise database data is to be extracted for inclusion in the package.Caution: Map Packages are supported from ArcGIS for Desktop version 10.0 onwards.
