So change the exec task to below, which sets the proper path for the gacutil.exe and the output assembly path.(My code works just for dll type assembly, you need to adjust it to satisfy your need). search, and I found that a combination of all of them worked. First, put the path to your Gacutil.exe in your PATH Environment variables exited with code 9009 visual studio 2015 value. Next, make sure that your Visual Studio Command Prompt and Visual Studio links are set to ‘Run as Administrator' Finally, in the PostBuild Event, put in the following: gacutil.exe -if "$(TargetPath)" The ‘i' installs the dll. the https://social.msdn.microsoft.com/Forums/vstudio/en-US/58db8a30-e486-41e6-afe2-fc2e4ff361f5/gacutil-error-9009-using-visual-studio-2010-on-xp?forum=msbuild ‘f' forces it (if a previous version is already installed). AND - make sure the double quotes around $(TargetPath) are included. This fixed it for me and I hope it fixes it for you.
