Can't Initialize Hard Drive I/o Error

The BIOS shows the channel and port and detects the HDD. DiskPart can see the HDD as well and I run a quick format external hard drive cannot initialize i o device error which was successful...? This is where I get lost. If DiskPart can see the HDD and you can format the HDD than, there is communication via data cable and PWR to the HDD is there otherwise you wouldn't be able to format the HDD would you. There are things that I haven't tried yet... running Seatools in DOS such better for fault finding. changed the data cable and the PWR SATA cables. worked and the new one could not be found.Some time later I've gotten my hands on a HDD Dock where I can connect regular HDD's to the PC via USB.I saw http://superuser.com/questions/437255/cannot-initialise-hdd-keep-getting-i-o-error drivers install, and I think I saw external HDD there. I guess the dock makes it an external HDD. Anyways, now I can see the HDD in Disk Management, but it is "Not Initialized". They are Partitioning (create a defined space on the drive to be used) and Formatting (create the root directory and sector allocation tracking structures). Read up on these. Trying to format a Toshiba SATA 2.5" HDD. It's hooked up to my desktop via a USB SATA HDD adapter. Using standard WIn7 Sart->Computer->Manage->Disk Management It recognizes the drive but says it is not initialized. When I choose "initialize disk" and then either MBR or GPT, it tries then gives me "request could not be performed because of an I/O device error". Googled iy but found no solution. So maybe someone on this forum have had luck formatting a disk after en error like this. How did you do it? If I need to use some third-party software that's fine but I would prefer a free tool. You should see the toshiba drive listed on on the bottom of the screen. Right click on it and click "new simple volume". Then click yes at the prompts, and it will create a new volume and format the disk. If your drive does not show up in disk management,
