If you feel adventurous you can check this yourself by removing the plastic cover around the power / hp printer error USB connectors and then blowing warm air in to the circuit board with a hair-dryer for a couple of minutes. If everything's working now, you probably have faulty capacitors. Replacing them is no easy task though...
