Http Code 403
(HTTP) response status codes. It includes codes from IETF internet standards, other IETF RFCs, other specifications, and http code 302 some additional commonly used codes. The first digit of the status code specifies one of five classes of response; an HTTP client must recognise these five classes at http 504 a minimum. The phrases used are the standard wordings, but any human-readable alternative can be provided. Unless otherwise stated, the status code is part of the HTTP/1.1 standard (RFC 7231).[1] The Internet Assigned Numbers Authority (IANA) maintains the official registry of HTTP status codes.[2] Microsoft IIS sometimes uses additional decimal sub-codes to provide more specific information,[3]

That's why I was curious, whether or not Dawn restarted the entire server.I've found that after restarting IIS that my setting in exchweb would change. That's what would cause the "loading page" problem. Go through your settings in exchange, exchweb and public, and make sure those settings are set, so that anonymous is checked off and basic network authentication is checked for all three.
