Oui-10133 Invalid Staging Area Oracle 11g

10g on Window 98 SE : OUI-10133:Invalid staging area. There are no oui-10133 invalid staging area oracle 10g top level components for Windows 98 available for intallation in this staging area. Please help me. Thanking you Report

These are the supported Windows OS Supported: ■ Windows 2000 with service pack 1 or higher. All editions, including Terminal Services and Microsoft Windows 2000 MultiLanguage Edition (MLE), are supported. ■ Windows Server 2003 - all editions ■ Windows XP Professional Windows NT is not supported. Windows Multilingual User Interface Pack is invalid staging area. there are no top level components for windows nt supported on Windows XP Professional and Windows Server 2003. It was the only one I'd found that got me up and going on Oracle EL and 10g. I did find though that going back and installing the required packages was cumbersome do to package dependencies. After a couple of rounds at swapping out DVDs for the correct packages, I decided to start my install fresh and customize my OS package install. From there I didn't have to install another package, and the runInstaller came up without a hitch with the exception of a DISPLAY issue that I resolved in an xterm window with DISPLAY=:0.0, significantly more simple than installing packages and resolving dependencies. All required packages were added using YUM Extender, not disks.
