Introduction When ISA Server 2006 is configured to be a VPN Server there is always a doubt of what to do when something happens and data needs to be gathered since there are two major components in use: ISA Server and Windows RRAS. Depending on the error message you might be able to figure out which one is potentially causing the issue. In this particular scenario the description of the 691 error is very tricky because it sounds like an authentication issue as you can see in Figure 1: Figure 1 - Error 691 leads you to believe that there is an authentication issue. By only reading this message the first reaction is to review the authentication repository that ISA Server 2006 is using to authenticate users. In this particular case this troubleshooter didn’t help to fix the issue, however it did help to isolate and figure out which components were working properly. Something isn't quite right though, because no matter what I try, I get an Error 691 when trying to connect. ISA will hand out IPs from the internal DHCP server. When I connect, I get an Error 691 which says user name and password combination aren't correct (they are) or that the selected authentication protocol is not permitted on the remote access server (MS-CHAP v2 is selected on both). I have enabled remote access for the accounts I am testing with in the Dial-In permissions tab on User Manager. There is also an IAS 5052 event in the ISA logs and that seems to indicate that the domain controller can't be found, BUT if you look at the domain controller logs you can see the authentication request.
