I checked netstat and it was in use. I made the mistake of installing all of NeatBeans https://sourceforge.net/p/ejbca/mailman/message/24208732/ 6.x and it installed a service that was taking the port. I remove the install rebooted and started from scratch. I also used JBOSS 4.2.3. So basically, users beware of installing Netbeans with this. Thanks for the help!
