The clerk put it through the machine to verify the ticket and discovered the ticket was a misprint.The clerk told him the store doesn't pay out for misprints, and Lottery officials told him the same thing when he contacted them. They then sent Wines an email thanking him for bringing the printing error to their attention and offered him $100 in scratch-off tickets for his trouble.Wines, who just retired, still wants his half million."I mean, if you thought you won $500,000 and somebody tells you that you didn't, and you can prove to them you did, it's pretty stressful for somebody to say, 'No, you're not getting your money,'" Wines said.Wines likely doesn't have legal grounds for a fight. Buried in the fine print of the official lottery rules is this line stating, "The NMLA is not responsible for erroneously printed or mutilated Tickets." Now, lotto officials are investigating the ordeal. Ardella Newman thought she won big after purchasing a lottery ticket on Aug. 22, 2015, in Washington, D.C. But officials later said it was issued in error. (Credit: WJLA) Ardella Newman purchased the $2 scratch-off ticket on Aug. 22, TV station WJLA reported Monday. "When I saw that $20,000, you don't know how excited I lottery ticket printing was," she said. However, lottery officials have told her the ticket was issued in error, noting that normal tickets have the winning numbers on the top but Newman’s ticket had the numbers listed on the bottom. Newman has since filed a complaint with the Virginia Lottery, WJLA reported. "I want the money that I thought I won. If you look at the ticket, it says I won this money. It wasn't anything that I did wrong. It's what they did wrong," she said. Officials with the lottery responded Tuesday to reports of the mishap, saying the situation was still under investigation by the organization’s Audit and Security Department. An initial investigation showed Newman’s ticket was in fact two different tickets. “One ticket was cut off near the top, and the corresponding top of a different ticket was still attached at the perforation,” Virginia Lottery Communications Specialist John Hagerty said in a statement. Newman’s ticket contained a fully intact barcode and validation code, both indicating it was not a winner, Hagerty added. “We can not award a prize for a nonwinning ticket. (KOB) By John Wines' calculation, the scratch-off ticket he bought at a Roswell, N.M., gas station is worth $500,625. The state lottery says it is worthless. Wines, a retired heating and air conditioning repairman, bought the $20 "Ruby 7s" ticket on Dec. 6, and went to his car to scratch it off. When his effort appeared to reveal four prizes - two of $250,000, one for $75 and another for $50, he excitedly ran back in to present it to the cashier. "She scanned it in the machine and told me it isn't a winner," Wines, 65, told FoxNews.com. "I couldn't believe it." "I didn't misprint it. I bought the ticket in the good faith that if I won, they would pay me." - John Wines It turned out the ticket bore at least two critical misprints above the $250,000 jackpots. Wines' winning numbers, listed on another portion of the ticket, were 1 and 2. If either of those appeared above the prize, the ticket is a winner. Wines' ticket appeared to show a 1 above both of the six-figure payouts, but an abbreviation code for the single-digit numbers did not match. It indicated that one was supposed to be a 12 and the other an 18. On each, the second digit was just a tiny smudge.
