Thank you. I have removed the Entry, and now it is working. But I found a other thing : I write the lists in a Mysql-Database. Under "File Paths and Database " I see the "LDAP Database click to reset to default valueldaplist (ldaplistdb)" entry. 1.4.1.1.9? Foreign Countries never existed, they came into existence by not being Home Countries. This made *all* foreign countries "bad countries". There was no "neutral" country. Instead of introducing "Neutral http://osdir.com/ml/mail.spam.assp.test/2008-09/msg00017.html Countries", I removed "Foreign Countries". Now all countries not in "Home Country" are "Neutral Countries".
