It may be that something is still processing in the background and consuming memory. What happens if they weight a few minutes. Basically, I've a Gold Image Windows 7 Desktop and I publish it to memory to run 300 Staff. Yet randomly this issue occurs. I'm using XenDesktop. I'm pretty sure its a Windows configuration issue, hence I didnt think to look anywhere else. I've checked and there is tons of free memory, each machine has 3GB and is using around 1GB after the user logs in. If the user waits, this has no impact as the user could be there all day and the issue still occurs. I do have a 4GB page file set up, but I'm not using the ClearPageFileAtShutdown switch, could this be a good thing to try? The problem is that the occurance is random, so it works both when the machine is booted in safemode and when the unit is booted in normal mode. It is only on a random boot that the issue occurs.
