Click the Start Button, type User Accounts in the start search pane and press Enter. 2. Click Manage user accounts. 3. Click Create a new account, and type the name. 4. Choose account type as Computer administrator. 5. Click Create Account. 6. Log off and log on with the new account. If the issue persist, I would like suggest you run SFC command to fix system files issue: http://support.microsoft.com/kb/929833Spencer TechNet Community Support

Always got the message saying the file was used by some process. Then I found out from somewhere on the web that I had to disable the Windows Search Service. I disabled the Windows Search service and delete all the files in the folder, including Windows.edb, tmp.edb, etc. After that, when I tried to restart the Windows Search Service, I got this error: Vista Windows could not start the Windows Search service on Local Computer Error 3: The system cannot find the path specified.
