Due to this, I decided to publish the solution to this annoying issue. We can easily fix this issue by following these simple steps: Run regedit (remember to run it as the administrator) Expand HKEY_LOCAL_MACHINE Expand SOFTWARE Expand Microsoft Expand Windows Expand CurrentVersion Expand App Paths At App Paths, add a new KEY called sqldeveloper.exe Expand sqldeveloper.exe Modify the (DEFAULT) value to the full pathway to the sqldeveloper executable (See example below step 11) Create a new STRING VALUE called Path and set it value to the sqldeveloper pathway + \jdk\jre\bin After the step 11 is completed, please enjoy your SQLDEVELOPER Hope this tip would help you to solve this issue too! I have since moved to Windows 7 (64-bit) and copied the SQL Developer 2.1 from http://stackoverflow.com/questions/20762320/the-program-can-t-start-because-msvcr71-dll-is-missing-from-your-computer-try-r the old machine onto the new one. When I try to run sqldeveloper.exe, I get the following message: The program can’t start because MSVCR71.dll is missing from your computer. Try reinstalling the program to fix this program. I know that this is because of 32-bit software which was installed in Windows XP is incompatible with 64-bit machine. This application failed to start becauseMSVCR71.dll was not found sqldeveloper.exe system error msvcr71.dll not found Since this was a new install of Server 2008 I presumed the problem was simply that I didn't have the http://www.sqlserverspecialists.com/2013/05/msvcr71dll-was-not-found-installing-sql.html Microsoft Visual C Runtime files. I went to Microsoft and and installed http://linrayusa.blogspot.com/2013/09/fixed-issue-in-oracle-sql-developer.html the recommendedCRTfiles. Still notworking. I searched my computer for the runtimes to see where the install put them, and found nothing in the Windows folders, but several hits under the sqldeveloper folders. So, the runtime was included with the OracleSQLDeveloper files, but because its folder was not on the oracle sql path, there was no way for it be found. And the Microsoft runtime install, whatever it did, did not put the files where they could befound. Hmm… How is this supposed to work? TheSQLDeveloper app is simply a zip file. You don't install it. Just unzip it. But if needs theCRTfiles, and these files aren't in the Windows folder, how is this oracle sql developer going to work? How did it everwork? I also found this note on Microsoft'sknowledge base: For Msvcr70.dll or for Msvcr71.dll, you should install theCRTDLLinto your application program files directory. You should not install these files into the Windows system directories. OK. So the runtime installer did the right thing. But, again, how would this work? Clearly Oracle is depending on the runtimes being available (i.e. improperly installed) in their software distribution strategy forSQLDeveloper. But, as Microsoft tightens the reigns, and as people start obeying the rules, this approach falls short. You can't simply distribute it as a zip file and expect it to work. You're going to have to provide a little bit of configuration to get the runtimes on thepath. TheSolution To fix it, properly, you need to installSQLDeveloper yourself. Today when I double clicked sqldeveloper.exe and tried to open it, it showed the following error: The program can't start because MSVCR71.dll is missing from your computer. Try reinstalling the program to fix this problem. After looking into this issue, it is easy to fix it. Go to Registry Key (regedit) Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\ sqldeveloper.exe If you don't see sqldeveloper.exe, create a new key. Create a new string and then point to the file location - C:\RayLin\sqldeveloper-3.2.20.09.87\sqldeveloper\jdk\jre\bin Double click sqldeveloper.exe again and you are all set.
