Thank you Tuesday, February 27, 2007 4:19 AM Reply | Quote Answers 10 Sign in to vote I ran into this exact same issue today. https://social.technet.microsoft.com/Forums/office/en-US/cad5221a-d21b-4bf0-8e86-cacae254cb52/windows-cannot-connect-to-the-printer-the-local-print-spooler-service-is-not-running-please-restart?forum=itprovistaprinting The way we fixed it was by checking the Properties on the Print Spooler service under services.msc. Go to the Log On Tab and make sure that the 'Local System account' option is selected along with the 'Allow service to interact with desktop' box. Then set the Print spooler service to auto and start it. After that you should have no problem installing your printer (s). In the Administrative Tools folder (click Start, then Control Panel, then System and Maintenance and then Administrative Tools), open the Services snap-in. Locate the Print Spooler service in the list of services and confirm that the status is Started. If it is not, select the service and on the Action menu, click Start. You can also do this from an elevated command prompt window (right-click Command Prompt in the Start menu and click Run as Administrator) by typing the following command: net stop spooler && net start spooler(This is actually two commands, "Net stop spooler" and "Net start spooler", entered at the same time so that Windows processes both commands, one after the other). The print spooler service is not running. To solve this error, try the following steps. Press "Window key" + "R" to open the Run dialog Type "services.msc", then select "OK". Double-click the "Printer Spooler" service, and then print spooler change the startup type to "Automatic". This sets the Spooler service to start automatically when you restart the computer. Select "OK". Restart the computer and try to install the printer again. If the Print Spooler service keeps stopping after your restart it, the problem is most likely related to corrupted printer drivers that print spooler service are installed on the computer. Try uninstalling all printers and printer software from the computer and start from scratch. This may include PDF writer or faxing software as well. Anything listed in the Control Panel under Printers & Faxes I would do away with. If there is any software installed for other printers in Add/Remove Programs I would uninstall it all. Obtain updated software from your printer manufacturers and reinstall only the items you need. You can also try cleaning out everything possible that might be hanging the Printer Spooler.
