I had checked all the api username, password and signature, all are correct, but the main problem is that, all the things are already stored in paypal sandbox account but it cannot give back to the http://stackoverflow.com/questions/23358683/paypal-express-checkout-error-security-header-is-not-valid page. I mean to say transection is shown in sandbox account but it cannot send forward to the display page. In case someone else runs into a similar error, the relevant PAYPAL_TEST_USERNAME can be found under Sandbox -> Accounts -> Profile -> API Credentials and it will look like username-facilitator_api1.domain.com. It will not be the regular username-facilitator@domain.com. You will also find the relevant PAYPAL_TEST_PASSWORD on that page. Hopefully this saves someone some time. –rudolph1024 Aug 5 '15 at 20:02 1 This is a good tip. I'd add that you need to make sure to choose a BUSINESS profile that is username-facilitator

I am pretty sure my credentials are correct as I have re done them a few times now, whether I click the Enable/Disable Sandbox button, this does not make a difference and still is coming up with the same error message. I must say I am slightly confused about the live and sandbox options, as I am quite a beginner. Thanks.
