A re-install will not necessarily replace all system files, have you done a complete uninstall from Control Panel - Add/Remove programs? Then a fresh install. Backup any documents you have created first. But before this, just try finding Normal.dot, the master template file. Probably under C:\Documents and Settings\\Application Data\Microsoft\Templates Delete it.
