Is the service running under a non-priv account, or as LocalSystem? One thing to try would be to run sysinterals Filemon utility during start up and see if there are any file permissions problems detected (access denied, file not found, etc.). You need to check the account on the MSSQLSERVER service as well as the SQLSERVERAGENT. And if using a domain account, just double check it to make sure it isn't locked out.One I've done just for testing - try changing the services to your admin account and password and see what happens. Note that you want adminsitrator rights on the server. You wouldn't need them if you could do it

Upon checking in services.msc i found that the service was running in domain account . i changed it to system account and then it started working. But i found that changing the service account from services console rather than enterprise manager, some of the permissions may not be set correctly. Since enterprise manager was not opening , because of the said error, i had to do it thro services.msc. Now the db is working fine and my app is also working fine.
