Server 2008 (Express Edition) on Windows 7, the SQL Server service was not starting up. The SQL Server Error Log had the following entries in it. Starting up database 'mssqlsystemresource'.

An error occurred during encryption. I remembered reading Balmukund‘s blog post sql server installation errors regarding a similar issue. But in this case SQL Server was not running on a FAT file system. The SQL Server service was configured to start using the Local System account. Hence this KB article https://social.msdn.microsoft.com/Forums/sqlserver/en-US/e82b9cac-404a-45c6-98ad-9a7b4fe82a26/sql-server-error-15209-severity-16-state-1-on-windows-7-machine?forum=sqltools was the right fit. The reason for the SQL Server service not starting up is that the Network Service account does not have permissions on the C:Documents and SettingsNetworkServiceApplication DataMicrosoftProtect folder.
