Reboot, log in as an administrator (you have to reboot because Windows locks some files and this is the only way I know to free those up). How many users are we talking about here? If you don't have too many of them - use Martin's Suggestion. For large network I suggest you follow those ADMT (Active Directory Migration Tool) guides. It will help you to transfer SIDs as well.
