There is a limit to the amount of space that's available to load all of the drivers in HKLM\SYSTEM\CCS\Services. Under certain https://www.cnet.com/forums/discussions/disk-boot-failure-what-is-it-and-what-can-i-do-to-resolve-it-257993/ circumstances, there is not enough space to load all of the drivers and the machine stops and gives that error. Unfortunatly, replacing the NTLDR won't do anything for this error. As I recall, the limit time warner for the SYSTEM hive is around 10.3meg. What you will need to do is to boot into the Windows 2000 Recovery Console, and rename the current SYSTEM hive in WINNT\SYSTEM32\CONFIG, and replace it with a smaller one from your WINNT\REPAIR hive to get booted. Once your booted, you can load the original hive and try to find out what in your hive is taking up the space.
