If so, check if the file path specified in the orchestration in VS is valid one. Refer this 2. Also check if Master Secret server is running fine - you can test this by creating and starting a test SendPort in Admin console.

This sometimes happens but only if you have already deployed the pipeline before, and already is using it in one or more receive/send ports. Solution: Close visual studio and remove all custom pipelines from any ports. I don't think your problem is the latter since it sounds like the pipeline is brand new. Also remember that the pipeline component must be deployed in the GAC (Not that the error message you're receiving right now has anything to do with that).
