The reason is that some other application has grabbed port 80. The most common applications doing this are Skype or Trillion. You can try just ending task on them and see if IIS will then start. If you're not running either of those then what could it be? Microsoft's KB article about the subject describes using the third-party utilities TCPView or FPort. But I think an easier way to find the issue is to simply drop out to a command prompt and run: netstat -aon Scroll up to the top part with TCP listings and you'll see something like this: Then under "Local Address" look for 0.0.0.0:80. This is your entry, and a the far right is the PID you're after. With that number you can then run Task Manager, select the Process tab, and add the PID column in the display from View / Select Columns: When you've found the process with the same PID, end task on it. code for quite awhile and haven't had the need to open any ASP.NET projects, but this morning had to trouble shoot one. Visual Studio complained it couldn't open the URL. I went to the IIS snap-in and noted that the default web site was stopped. http://bobondevelopment.com/2007/10/17/unexpected-error-0x8ffe2740-occurred-in-iis-51/ When I'd try to start it, I'd instantly get "Unexpected Error 0x8ffe2740 Occurred". OK. Well. Googling around for https://forums.adobe.com/thread/33210 this, it's universally said that this error is IIS's way of saying, "some other process is using port 80 and I can't get at it". (Aside: then why in the name of all that's holy doesn't it simply SAY that? Nevermind). The solution is to find the offending process or app and either get rid of it, or get it to use another port. Skype is an often-mentioned culprit; unexpected error it's default configuration uses port 80 if available. But I don't use Skype, and have never had it installed. Microsoft's KB article on this issue recommends installing something like TCPView to figure out what's using what ports, so I installed TCPView but it revealed nothing using port 80. Sometimes a process like SvcHost will host other processes within itself, which TCPView can't see. So it just became a game: shut down app after app, try to restart IIS after each shutdown, no joy. Then I started error iis 8ffe2740 shutting things down in my system tray. Finally, I found the culprit: JungleDisk, an open source program that maps a Windows drive letter to an Amazon S3 storage bucket. I use it for online backups. I had the same problem and went through the same routine, not finding anything using port 80. I tried to think what I had installed recently, and on a whim, closed Jungle Disk. It worked, and then I re-Googled the problem to find your post. Nice to find verification. Balboos February 28, 2012 at 11:47 am Had the same problem and used your sense of the cause. In my case, the solution was to shut down my Vertrigo Apache server. This makes some sense as I must shut down inetinfo.exe in order to get it to start (on this particular XP machine, at least). It seems that IIS is stopped. When I try to start it, I get the above error. It seems that FMS, which I also have on the development machine is controlling port 80. I tried stopping FMS, but it will not release the port. Is there any way to make these two coexist? I don't really want to remove either one, but I need to make changes to the websites I have developed under DW MX.
