I used REVO uninstaller program and went back to http://support.esri.com/technical-article/000009184 the original program that I suspected was interrupted during a patch. I used the REVO program and scanned after the normal uninstall gave me the standard error message. Revo first tries the normal uninstall and then scans the windows 7 registry. I selected all that REVO found and (keeping my fingers crossed - required) hit delete. I then noticed a second install on the list of the same program. I repeated the process for the secondinstance and restarted Windows. I have now installed 3 new programs with no problems or error messages. Thanks for all suggestions. Go to the full post

I found a temp fix by running services.msc and disableing windows installer services - rebooting- and resetting back to manual. This allowed me to install one time. Then goes back to old error 1500. I also ran the MS Fixit program again but no luck. Cannot install quicktime. It has something to do with the windows installer beinginterruptedand leaving something set I think.
