This problem seem to be only with Win8 and 8.1 users. Once the message appears, a VPN connection cannot be established until a repair is made. The problem (cause not fully known) is in the WAN Mini-Ports. The solution is to remove the WAN Mini-Ports and allow Windows to recreate them. Removing the WAN Mini-Ports can be a chore, but there is a utility that has made this a quick and easy process for me. I've now used it on many of my clients computers without issue.
