It was due to altered miniports which had to be reinstalled. Here is how I managed to do so: Locate broken miniports [yellow icon]: Device Manager -> View -> Show
This problem seem to be only with Win8 and 8.1 users. Once the message appears, a VPN connection cannot be established until a repair is made. The problem (cause not fully known) is in the WAN Mini-Ports. The solution is to remove the WAN Mini-Ports and allow Windows to recreate them. Removing the WAN Mini-Ports can be a chore, but there is a utility that has made this a quick and easy process for me. I've now used it on many of my clients computers without issue. Problem solved. 2 Comments Cayenne PeterB123 Jan 24, 2014 at 08:17pm I had similar problems with 8.1 Pro clients when connecting to PPTP and IPSec Windows server hosted VPNs, and it may not be your issue, but I had to turn off the Automatic negotiation (assuming you're using the Windows VPN client) and specify the type, encryption, etc. matching what I was accepting on the Windows server side.
