This error has also http://www.lifeasbob.com/2015/03/22/FailedToOpenLoopbackConnection.aspx sometimes been seen with dbmail and attachments. Msg 22004, Level 16, State 1, Line 0 Failed to open loopback connection. This key existed in this location: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSSQLServer\Client\ConnectTo I deleted the key “Server error log Name Removed” and it started working fine. have no idea where that key came from either. Thinking it has to be the install processof the vendor, maybe. It worked the other day fine also. Just a placeholder in case we ever see it again.
