This is a newly built server and IIS has been never installed. The requirement was to install SQL Server 2005 and SQL Server Reporting Services (for which IIS is a required component). The SQL admin has installed SQL Server 2005, SOL Server Reporting Services and also the .NET Framework 2.0 without installing IIS. I am asked to install IIS 6.0 now. When I tried to install IIS 6.0, I got the following message during install though install did complete. Error writing encrypted data to the Web Server's configuration database (Metabase). 0x80070005=Access is denied. Press 'Retry' to retry or 'Write UnEncrypted' to write the data unencrypted. You can change this data back to encrypted after setup has completed. I get three buttons, Retry, Write UnEncrypted and Write UnEncrypted All. I eventually clicked Write UnEncrypted and I got a second error message Error writing encrypted data to the Web Server's configuration database (Metabase). =The handle is invalid. The problem now is WWW Service does not start. I am wondering if this is a permission issue though I am logged on as a Domain Admin (as the error messages during the install indicate). When I check the System Event Log, I see the following Event Type: Error Event Source: W3SVC Event Category: None Event ID: 1036 Date: 5/6/2009 Time: 11:00:15 AM User: N/A

I have Windows XP wit SP2 installed. It started when somehow the password for my computer got messed up, so I ended up using one of those Linux https://www.experts-exchange.com/questions/21023924/Error-writing-encrypted-data-to-the-web-server-s-configuration-database-metabase.html discs to change the password. Since then IIS won't run. I have tried uninstalling and reinstalling IIS (a couple times). When I do I get the following message: “Error writing encrypted data to the web server’s configuration database (metabase). 0x80070057=The parameter is incorrect”. (http://www.BobbyMcGees.net/img/error.jpg) I have tried all three options and ended up with the same results. When I go into the MMC and click on IIS, it is empty (http://www.BobbyMcGees.net/img/mmc.jpg) even though I have several web sites in the wwwroot folder. When I try to restart IIS (http://www.BobbyMcGees.net/img/mmc2.jpg) I get the following message: “The service has not been started” (http://www.BobbyMcGees.net/img/mmc3.jpg). I have tried searching Google for a solution, but have come up empty on this one. I really do not want to have to reformat just to get IIS working again.
