Does file upload (e.g. image upload) work without problems? This google chrome not downloading files uses the same temporary files directory. I tried changing the translations directory to the "private" directory, but it didn't help. Preferrably on a fresh drupal install. As far is I can see, the temporary path is only used when exporting po files (form Drupal to your computer).
