found the answer on the Chrome support site - it's caused by the following registry key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\State\ImageState Mine was set to IMAGE_STATE_UNDEPLOYABLE.
